SAVE KOSOVO STREET DOGS

Ne Kosove ndodhen me qindra dhe mijera qen endacak edhe pse nuk ka ndonje te dhene zyrtare. Qent endacak ne Kosove mund te behen nje kercenim per sigurine publike, gjithashtu ata behen viktima nga aksidentet rrugore si dhe nga semundjet. Ata me te pafatet qellohen nga njerez me pagese sic eshte urdheruar nga disa prej komunave.

Kjo situate DUHET TE NDALOHET.

Ekzistojne burime per nje alternative dhe nje zgjidhje me efektive. Komunat duhet te shpenzojne parate e tyre ne menaxhimin e fushates per sterilizimin, vaksinimin dhe trajtimin e ketyre qenve te pastrehe.

Kjo eshte menyra e vetme e eliminimit te pranise se qenve endacak, reduktimit te dukshem te tyre si dhe ndikon ne parandalimin e shume semundjeve te transmetueshme nga qent ne njerez.

Ne Kosove ekziston nje mjet i cili i lejon qytetaret ti shprehin preferencat e tyre. NE BAZE TE ARTIKULLIT 79 TE KUSHTETUTES SE REPUBLIKES SE KOSOVES, 10.000 QYTETARE MUND TE PROPOZOJNE NJE PROJEKT LIGJ PER PARLAMENTIN KOMBETAR.

Ligji i cili pershkruan keto kerkesa relevante ne menyre qe te ushtroje kete te drejte, nuk eshte akoma ne funksion, ne njefar menyre nuk ekziston. POR, PSE MOS TI TREGOJME PARLAMENTIT QE 10.000 NJEREZ BESOJNE QE KJO POLITIKE JONJEREZORE, MIZORE DHE E PAEFKTSHME E VRASJES SE QENVE ENDACAK DUHET TE MARRE FUND.

NE KERKOJME NGA PARLAMENTI I KOSOVES QE TA DISKUTOJE DHE TA MIRATOJE NJE LIGJ DUKE PERSHKRUAR:

• NDALIMIN E VRASJES ARBITRARE TE QENVE TE RRUGES SI DHE KAFSHEVE TE TJERA DUKE PERFSHIRE ATA QE JETOJNE TE LIRE SI DHE ATA QE NDESHKOHEN NEPER STREHIMORE.
• NGRITJEN E DETYRIMEVE NE NIVEL LOKAL, NE TE GJITHA KOMUNAT, STREHIMORE PER STREHIMIN, TRAJTIMIN, STERILIZIMIN/KASTRIMIN DHE VAKSINIMIN E QENVE TE RRUGES.
• DETYRIMIN PER QEVERINE QENDRORE PER TE IMPLEMENTUAR PROGRAMIN E KONTROLLIT TE LINDJEVE DUKE STERILIZUAR/KASTRUAR QENT E RRUGES.
• INSTITUCIONIN PERKATES NE NIVEL LOKAL PER REGJISTRIMIN E POPULLATES SE QENVE QE JETOJNE NE TERRITOR SI DHE DETYRIMIN E PRONAREVE TE QENVE QE TI IDENTIFIKOJNE KAFSHET E TYRE NEPERMJET MIKROÇIPEVE.

Te gjitha ne pajtim me rregullat dhe standardet evropiane.

There are hundreds and thousands of street dogs in Kosovo, although there aren’t any official figures. The street dogs in Kosovo can be a threat to public safety, they become victims of car accidents and diseases. The most unlucky of them are shot by hunters, as ordered by some Municipalities.
This situation MUST BE STOPPED.
The resources for alternative and more effective solutions exist. The Municipalities should spend the money given to manage street dogs on a campaign to sterilize, to vaccinate and to treat them.
This is the only way to end the existence of street dogs and thus the risk of transmissable diseases to man.

In Kosovo there is a tool which allows citizens to express their preferences.
ON THE BASIS OF THE ART. 79 OF THE CONSTITUTION OF THE REPUBLIC OF KOSOVO, 10.000 CITIZENS CAN PROPOSE A DRAFT LAW TO THE NATIONAL PARLIAMENT.
The law prescribing the relevant requirements in order to exercise this right is not in place yet. BUT WHY DON’T WE SHOW OUR PARLIAMENT THAT 10.000 PEOPLE BELIEVE THIS INUMANE, CRUEL AND INEFFECTIVE POLICY OF SHOOTING DOGS MUST COME TO AN END?

WE REQUIRE THE PARLIAMENT OF KOSOVO TO DISCUSS AND APPROVE A LAW PRESCRIBING:
• THE PROHIBITION OF THE ARBITRARY KILLING OF STREET DOGS AND OTHER ANIMALS, BOTH THE FREE ONES AND THE ONES DETAINED IN THE SHELTERS
• THE OBLIGATION AT LOCAL LEVEL TO SET UP, IN ALL MUNICIPALITIES, DOG SHELTERS AND KENNELS WHERE TO HOST, TREAT, STERILIZE/NEUTER AND VACCINATE STREET DOGS
• THE OBLIGATION FOR THE CENTRAL GOVERNMENT TO IMPLEMENT A BIRTH CONTROL PROGRAMME BY STERILIZING/NEUTERING STREET DOGS
• THE MANDATORY INSTITUTION AT LOCAL LEVEL OF A DOG POPULATION REGISTRY FOR ALL THE DOGS LIVING IN THE TERRITORY AND THE OBLIGATION FOR DOG OWNERS TO IDENTIFY THEIR ANIMALS BY THE MICROCHIP
