We, the Undersigned Citizens, hereby state: The urgent implementation of the Inner Line Permit (ILP) looking into the purview of increasing number of crimes and population of the outsiders and more threatened by the mega development projects including railways and trans Asian highways that could bring potential unrest of massive influx by the outsiders in a poor law and order situation state of Manipur where there is virtual absence of any control mechanism of influx outsider population. Mention may be made to the sordid example of Tripura where the massive influx of Bangladeshis reduced the indigenous population to minorities and even more controls the entire political system. The unrest of increasing number of illegal refugees in Mizoram, Assam and Nagaland is also well known despite of having ILP except Assam. Since Manipur does not have any protective mechanism for any population influx from outsiders it is an urgent need to protect the interests of the indigenous people of Manipur. The aim of ILPs implementation in Manipur is not to harass or prevent entry of non-Manipuri nationals per se but to secure the future of the natives by protecting the sanctity of their socio-political rights and also to prevent demographic upheaval leading to invasion of their political bastion by the outsiders which has been a case with Tripura. The ILP regulation has been instrumental in averting any crimes, demographic hegemony by the outsiders in the case of Mizoram and Assam, Tripura faced the brunt of outsiders influx till today. So it is very critical for a small state like Manipur ILP is a must due to alarming increase of outsiders. Historically and relatively the permit system introduced by the Government of Manipur before it was merged to India, in 1901 during the British period is very effective where any foreigners require a permit to enter and require a tax which helps in running the administration of the government. Again the permit system under the Bengal Eastern Frontier Regulation, 1873 does not allow any other parts of India (outsider) are not allowed to enter the boundary of a state without a valid pass issued by a competent authority under the regulation. In 1901, during the British period Manipur This call for the ILP is more than its permit but It is everyones duty to uphold the human rights of all while enforcing the laws of the land to protect the dignity and aspiration which are the very fundamental rights of the natives people of Manipur. ...

New campus regulations require incoming freshmen students to sign a contract to live on campus for two years; forcing them to pay thousands more per year to live in Edinboro University and Foundation owned housing. Although Edinboro is a public university, these stipulations were not discussed in any public forum locally or through the state legislative process. The Universitys policy is impacting families and students on a tight budget and reduces the tax base for the community. The University and the University Foundation, a separate non-profit organization, do not pay taxes to the Borough of Edinboro, Erie County or the General McLane School District. Everyday over 7000 children in third world countries die due to the lack of resources they need to survive. Our aim is to reduce the number of child deaths in third world countries by raising awareness, funds and taking action about this cause. We will address the issues of how children in third world countries cannot afford basic necessities such as food, shelter, healthcare treatment and education. We can achieve this by raising lots of money and sending it to third world countries. We will also send missionaries to these countries to assist with developing new facilities and fighting childhood inequality. The main factor that will help us succeed in eliminating childhood global inequality is promotion. We plan to use advertisements on billboards, posters, televisions, newspapers and magazines. We also plan to sell Shine A Light products including candles and stickers. We have developed a website to help draw internet users into supporting our charity. We will also hold conferences, informative talks at schools and businesses and have meetings with wealthy people who can help us set up our organisation. A major campaign would be our annual Shine A Light Night were supporters would gather at specified locations across the world and at 8pm on 24th of June they will light a Shine A Light candle, previously purchased and keep it lit until 12pm when they blow it out and scream SHINE A LIGHT....

Why This Is Important Many strategies and options exist to treat chronic noncancer pain. Since chronic pain is not a single entity but may have myriad causes and perpetuating factors, these strategies and options vary from behavioral methods and rehabilitation approaches to the use of a number of different medications, including opioids. Pain is one of the most common reasons people consult a physician, yet it frequently is inadequately treated, leading to enormous social cost in the form of lost productivity, needless suffering, and excessive healthcare expenditures. Impediments to the use of opioids include concerns about addiction, respiratory depression and other side effects, tolerance, diversion, and fear of regulatory action. State law and policy about opioid use are currently undergoing revision. The trend is to adopt laws or guidelines that specifically recognize the use of opioids to treat intractable pain. These statements serve as indicators of increased public awareness of the sequelae of undertreated pain and help clarify that the use of opioids for the relief of chronic pain is a legitimate medical practice. Due to concerns about regulatory scrutiny, physicians need guidance as to what principles should generally be followed when prescribing opioids for chronic or recurrent pain states. Regulators have also expressed a need for guidelines to help them to distinguish legitimate medical practice from questionable practice and to allow them to appropriately concentrate investigative, educational, and disciplinary efforts, while not interfering with legitimate medical care. ...
