Poor Income Employees Should Get Food Coupons From The Employers

We, the undersigned would like to propose to the U.S. government to implement a new social welfare system to cater the poor earning groups.
The employees that earn below $1,500 should get food coupons from the employers so that they can use the coupons to purchase food and other grocery in the supermarkets. The employers, who provide the coupon to the employees with low income, should pay less company tax or sales tax in exchange of the coupon welfare.
This system if approved, will benefits most of the working American who have little or no financial capabilities.
