Petition by Kim Crown on behalf of the TTP Party, calling for the Russian Lawmakers to adopt the "yellow card, red card" policy drafted under the Department of Health's "Zero tolerance" guidelines on the treatment of violent and abusive patients and to amend the Antisocial Behavior etc. (Russian) Act 2004 to allow hospitals and other HHS facilities to apply for antisocial behavior orders against such patients.
